Municipal internet: Ohio Republican lawmakers are trying to strangle municipal broadband programs in Ohio and hold up $190 million in proposed state funding to expand high-speed internet to underserved areas of the state, under language slipped into the state budget plan at the last minute, Jeremy Pelzer reports. Under the language, the 30 or so municipal broadband programs in Ohio – including in cities such as Fairlawn, Hudson, Medina, and Wadsworth – would not be allowed to operate so long as there is a private-sector company operating in the area, as there are in most, if not all of the cities. The changes, if passed, would lead to the closure of every municipal broadband program in Ohio and prevent any other municipality from starting one, according to opponents.

USS Cod crash: The day before the USS Cod was towed to Erie, Pennsylvania, for repairs, the skipper called the U.S. Coast Guard, worried about congestion in North Coast Harbor. But Peter Krouse reports the inoperable World War II submarine struck a Coast Guard cutter, causing superficial damage to both boats. The incident did not prevent Cod from continuing to Erie, where it is to undergo 6-8 weeks of planned repairs at Donjon Shipbuilding.

Lordstown troubles: The top two executives at Lordstown Motors have resigned as problems at the Ohio electric truck startup mount. CEO Steve Burns and Chief Financial Officer Julio Rodriguez stepped down, the company said Monday, sending shares already down 40% this year tumbling more than 17%.

Kucinich: Four decades after serving as the youngest mayor in Cleveland’s history, Dennis Kucinich announced Monday he again wants to lead the city. Flanked by his wife and supporters, with the city skyline behind him, Kucinich, 74, said he is focused on the needs of the community. Robert Higgs and Seth Richardson report Kucinich’s long-expected announcement brings arguably the most high-profile name to the already crowded list of candidates looking to succeed four-term Mayor Frank Jackson.

New numbers: The Ohio Department of Health reported 178 new coronavirus cases on Monday, below the 21-day rolling average of 446 cases. In all, 1,107,225 cases of COVID-19 have been tracked in Ohio, reports Laura Hancock.

Murder trial: A judge sent jurors home early on Monday so she could spend the afternoon deciding whether to throw out murder charges against a U.S. Army soldier accused of killing two men and sparking the death of a third during a New Year’s Eve party in 2018. Cory Shaffer reports the move came after attorneys for Tevin Biles-Thomas asked to dismiss charges due to a lack of evidence linking the 26-year-old brother of U.S. Olympic gymnast Simone Biles to three killings.

Free speech: Champaign County GOP Rep. Jim Jordan is teaming up with a conservative youth organization and a congressional colleague from Florida to start a new congressional caucus dedicated to promoting free speech on college campuses. Sabrina Eaton reports that Jordan said the new caucus “will work with Congress to push back on ‘woke’ cancel culture and defend freedom for Americans everywhere.”
